Project Introduction世界科幻大會(huì)是全球最受矚目、歷史最悠久、規(guī)模和影響力最大的科幻文化主題活動(dòng)。其頒發(fā)的“雨果獎(jiǎng)”為世界科幻大獎(jiǎng)，被譽(yù)為“科幻界的諾貝爾獎(jiǎng)”。在華盛頓舉辦的第79屆世界科幻大會(huì)上，成都正式取得2023年第81屆世界科幻大會(huì)舉辦資格。這是世界科幻大會(huì)第一次在中國(guó)舉辦，也是繼2007年日本橫濱之后，第二次在亞洲城市舉辦。成都---這座“科幻之都”再一次讓世界為之矚目！
The World SF Convention is the world’s most eyed science fiction cultural themed event with the longest history, the biggest scale, and the strongest influence. The “Hugo Award“ awarded by the Convention is a major world science fiction award, known as the “Nobel Prize of science fiction world“. At the 79th World SF Convention held in Washington, Chengdu officially obtained the qualification to host the 81st World SF Convention in 2023. This is the first time for World SF Convention to be held in China, and the second time for it to be staged in an Asian city after Yokohama, Japan in 2007. Chengdu---This “Sci-Fi Capital“ once again captured the world’s attention!
目前，成都市正在積極籌備第81屆世界科幻大會(huì)，開(kāi)展成都世界科幻大會(huì)宣傳推廣，推動(dòng)科幻、科普產(chǎn)業(yè)化，同時(shí)將促進(jìn)城市與城市之間的產(chǎn)業(yè)互動(dòng)。本項(xiàng)目所建設(shè)的科技館也將成為本屆雨果獎(jiǎng)?lì)C獎(jiǎng)儀式的場(chǎng)地。
At present, Chengdu is actively preparing for the 81st World SF Convention, unfolding the publicity and promotion of the Convention, promoting the industrialization of science fiction and popular science, and at the same time promoting the industrial interaction among cities. Qualifications and Requirements of Applicants（一）報(bào)名要求
(1) Application requirements
本次咨詢(xún)采用全球公開(kāi)報(bào)名的方式，中國(guó)境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)單位/團(tuán)隊(duì)均可報(bào)名參加，報(bào)名時(shí)須滿足以下資格要求：
This consultation adopts a global open application method. Design units/teams with relevant design experience in China and abroad may apply for participation. The following qualification requirements must be met upon application:
1、中國(guó)境內(nèi)應(yīng)征人須滿足以下資格要求：
1. Applicants in China must meet the following qualification requirements:
（1）中國(guó)境內(nèi)設(shè)計(jì)單位/團(tuán)隊(duì)必須具有在有效期經(jīng)營(yíng)內(nèi)的合法性證明文件，且必須為獨(dú)立企業(yè)法人或其他組織或取得合法授權(quán)的分支單位；
(1) The design unit/team in China must have certification documents of legitimacy within the valid period of operation, and must be an independent corporate legal person or other organization or a legally authorized branch unit;
（2）具有行政主管部門(mén)頒發(fā)的建筑行業(yè)（建筑工程）甲級(jí)及以上設(shè)計(jì)資質(zhì)和風(fēng)景園林工程專(zhuān)項(xiàng)設(shè)計(jì)甲級(jí)及以上設(shè)計(jì)資質(zhì)；
(2) The design qualification of Grade A and above for the construction industry (construction engineering) issued by the competent administrative department and the design qualification of Grade A and above for the special design of landscape architecture engineering;
（3）法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名應(yīng)征。

（二）參與方式

允許設(shè)計(jì)單位/團(tuán)隊(duì)以聯(lián)合體形式報(bào)名。聯(lián)合體應(yīng)征時(shí)，須提供聯(lián)合體協(xié)議書(shū)，聯(lián)合體成員數(shù)量不超過(guò)2家，且聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)單位/團(tuán)隊(duì)組成聯(lián)合體參加此次活動(dòng)。
The design unit/team is allowed to apply in the form of a consortium. When applying as a consortium, a Consortium Agreement must be provided. The number of consortium members should not exceed two, and all consortium parties must not participate in the event in their own names or form a consortium with other design units/teams.
（三）團(tuán)隊(duì)要求
(3) Team requirements
根據(jù)本次征集活動(dòng)的特點(diǎn)，擬投入團(tuán)隊(duì)的成員應(yīng)為該設(shè)計(jì)單位/團(tuán)隊(duì)的在冊(cè)人員，包含但不限于規(guī)劃、建筑、景觀專(zhuān)業(yè)人員：
According to the characteristics of this solicitation, team members to be involved should be the registered personnel of the design unit/team, including but not limited to planning, architecture, and landscape professionals:
1、如設(shè)計(jì)單位/團(tuán)隊(duì)為境外單位/團(tuán)隊(duì)，為了保證項(xiàng)目設(shè)計(jì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目設(shè)計(jì)人員中應(yīng)至少有一名精通中文的人士。
1. If the design unit/team is an overseas unit/team, in order to ensure that the project designers have an accurate understanding of the Chinese background and related requirements, there should be at least one person who is proficient in Chinese among the project designers.
2、參與本次征集的主創(chuàng)設(shè)計(jì)師需具有類(lèi)似項(xiàng)目的主持設(shè)計(jì)經(jīng)驗(yàn)，且須直接參與設(shè)計(jì)全過(guò)程（主創(chuàng)設(shè)計(jì)師至少應(yīng)親自參與征集活動(dòng)的工作匯報(bào)及方案評(píng)審匯報(bào)等工作）。在活動(dòng)過(guò)程中若主創(chuàng)設(shè)計(jì)師與資格審查材料所提交的團(tuán)隊(duì)人員不符，征集人有權(quán)取消設(shè)計(jì)機(jī)構(gòu)活動(dòng)參與資格。
The chief designers participating this solicitation need to be experienced in presiding design of similar projects, and must participate in the whole design process directly (the chief designer must have at least participated in the work report and scheme review report of solicitations in person). During the event, if the chief designer does not match the team member profile submitted in the qualification review materials, the host has the right to cancel the participation qualification of the design agency.
（四） 業(yè)績(jī)：2017年1月1日以來(lái)（以合同簽訂時(shí)間為準(zhǔn)）具有至少1個(gè)大型建筑項(xiàng)目設(shè)計(jì)類(lèi)似業(yè)績(jī)，業(yè)績(jī)須為被采納且正在實(shí)施或已經(jīng)投入使用的中標(biāo)（選）方案，并提供合同或其他證明材料。
(4) Achievements: At least 1 similar achievement in design of large-scale construction project since January 1, 2017 (subject to the time of contract signing) must be provided, and the achievement must be the winning bid (selected) scheme that has been adopted and is being implemented or has been put into use, and contract or other proof materials.

Consultation Description1、本次咨詢(xún)工作分兩個(gè)階段：第一階段——公開(kāi)報(bào)名和遴選入圍；第二階段——方案編制及評(píng)審。
1. This consultation is divided into two phases: Phase I - Open application and shortlisting; Phase II - Scheme preparation and review.
1.1第一階段——公開(kāi)報(bào)名和遴選入圍
1.1 Phase I - Open application and shortlisting
發(fā)布全球征集公告公開(kāi)報(bào)名，經(jīng)過(guò)遴選評(píng)審委員會(huì)評(píng)選，遴選出5家準(zhǔn)入圍單位/團(tuán)隊(duì)（須排序）。
Release global solicitation announcement for open application and shortlist five units/teams after the review of the jury (ranked in sequence).
1.2第二階段——方案編制及評(píng)審
1.2 Phase II - Scheme preparation and review.
最終審核通過(guò)的5家入圍機(jī)構(gòu)按照《設(shè)計(jì)任務(wù)書(shū)》要求提交成果文件，按抽簽順序進(jìn)行方案闡述；評(píng)審委員會(huì)結(jié)合入圍機(jī)構(gòu)的成果文件進(jìn)行綜合比較與評(píng)審，對(duì)方案進(jìn)行1~5名排序推薦；征集人將評(píng)審委員會(huì)推薦的結(jié)果報(bào)相關(guān)部門(mén)，原則上排名（或排序）第1的設(shè)計(jì)機(jī)構(gòu)為中選機(jī)構(gòu)，排名（或排序）2~5的設(shè)計(jì)機(jī)構(gòu)為入圍機(jī)構(gòu)，（若報(bào)相關(guān)部門(mén)確定中選機(jī)構(gòu)，選擇的為其他排名或排序的機(jī)構(gòu)為中選機(jī)構(gòu)，其余4家設(shè)計(jì)機(jī)構(gòu)為入圍機(jī)構(gòu)），中選機(jī)構(gòu)承擔(dān)后續(xù)設(shè)計(jì)工作。中選機(jī)構(gòu)須按照征集人、評(píng)審專(zhuān)家及相關(guān)部門(mén)的意見(jiàn)對(duì)中選方案進(jìn)行優(yōu)化。
The five shortlisted agencies that have passed the final review should submit the deliverables according to the Design Brief and present their schemes according to the draw sequence; the jury performs comprehensive comparison and evaluation in combination with the deliverables of shortlisted agencies and rank the schemes from No. 1 to No. 5; the host will submit the recommended results of the jury to relevant department. In principle, the design agency ranked (or sequenced) No. 1 will be the selected agency, and the design agencies ranked (or sequenced) No. 2~5 will be the shortlisted agencies. (If an agency is confirmed and selected by relevant departments after submission despite a different prior ranking or sequencing, the remaining four design agencies are shortlisted agencies.) And the selected agency will undertake the follow-up design work. The selected agency must optimize the selected scheme according to the opinions of the host, review experts and relevant departments.
2、本次征集活動(dòng)，除中選機(jī)構(gòu)外，另外四家入圍的設(shè)計(jì)機(jī)構(gòu)將分別獲得設(shè)計(jì)補(bǔ)償金人民幣70萬(wàn)元（含稅）；中選機(jī)構(gòu)承擔(dān)后續(xù)優(yōu)化（深化）設(shè)計(jì)工作，后續(xù)設(shè)計(jì)費(fèi)（即咨詢(xún)服務(wù)合同費(fèi)用）為人民幣650萬(wàn)元（含稅）。

In this solicitation, in addition to the selected agency, the other four shortlisted design agencies will receive a design compensation of 700,000 yuan (tax included) respectively; the selected agency will undertake the subsequent optimization (development) design work, and the subsequent design fee (i.e. consultation service contract fee) amounts to 6.5 million yuan (tax included).
提交成果要求
Requirements of Submitted Deliverables設(shè)計(jì)成果的內(nèi)容必須符合《設(shè)計(jì)任務(wù)書(shū)》中設(shè)計(jì)原則、總平面設(shè)計(jì)要求、建筑設(shè)計(jì)要求、設(shè)計(jì)成果要求等有關(guān)章節(jié)的規(guī)定。
The contents of the design deliverables must comply with the provisions of the relevant chapters such as design principles, site planning requirements, architectural design requirements, and design deliverable requirements in the Design Brief.
版權(quán)問(wèn)題及法律
Copyright Issues and Law1、所有參加本次活動(dòng)的設(shè)計(jì)成果署名權(quán)歸設(shè)計(jì)單位/團(tuán)隊(duì)所有，凡提交的所有設(shè)計(jì)成果不退回設(shè)計(jì)單位/團(tuán)隊(duì)，征集人有權(quán)無(wú)償使用所有設(shè)計(jì)成果，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過(guò)傳媒、專(zhuān)業(yè)雜志、專(zhuān)業(yè)書(shū)刊或其它形式介紹、展示及評(píng)價(jià)設(shè)計(jì)成果。
1. The right of authorship in all design deliverables of the solicitation belongs to the design units/teams, while all submitted design deliverables will not be returned to the design units/teams. The host is entitled to use of all design deliverables for free, including announcement of review results after the review, as well as introduction, display and evaluation of design deliverables via media, specialized journals, specialized books or other forms.
2、設(shè)計(jì)單位/團(tuán)隊(duì)?wèi)?yīng)保證設(shè)計(jì)成果中所有內(nèi)容均為設(shè)計(jì)單位/團(tuán)隊(duì)原創(chuàng)，不得包含任何侵犯第三方知識(shí)產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，由侵權(quán)的設(shè)計(jì)單位/團(tuán)隊(duì)自行承擔(dān)一切法律后果，并取消其參與本次活動(dòng)的資格。
2. Design units/teams should ensure all contents in design deliverables are their original work without any materials infringing the intellectual property rights of third parties. In case of an infringement act, the infringing design units/teams must bear all legal consequences themselves, and will be disqualified from the solicitation.
3、征集人提供的所有資料（文字、圖紙、電子數(shù)據(jù)等）均受版權(quán)保護(hù)。未經(jīng)授權(quán)，任何單位和個(gè)人不得將內(nèi)容復(fù)制、改編、分發(fā)、發(fā)布、外借、轉(zhuǎn)讓?zhuān)駝t將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次活動(dòng)的資格。
3. All materials (text, drawings, electronic data, etc.) provided by the host are protected by copyright. Any unit or individual must not copy, adapt, distribute, publish, lend, or transfer these materials without authorization, otherwise corresponding legal liability will be ascertained according to law, and the unit or individual will be disqualified from the solicitation.
4、本次活動(dòng)規(guī)則受中華人民共和國(guó)法律管轄，活動(dòng)工作和所有文件適用中國(guó)法律，若發(fā)生爭(zhēng)議，經(jīng)協(xié)商不成時(shí)，雙方同意提交成都仲裁委員會(huì)進(jìn)行仲裁。
4. Rules of this solicitation are governed by the laws of the People’s Republic of China. The solicitation work and all documents are subject to the Chinese laws. Should negotiation fail in case of a dispute, both parties agree to submit to the Chengdu Arbitration Commission for arbitration.
5、活動(dòng)結(jié)束前，設(shè)計(jì)單位/團(tuán)隊(duì)或其設(shè)計(jì)人員未征得征集人的許可，不得以任何方式披露、公開(kāi)或展示設(shè)計(jì)成果，否則將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次活動(dòng)的資格。
5. Prior to the end of the solicitation, design units/teams or their designers must not disclose, make public or display design deliverables in any form unless the host permits, otherwise the corresponding legal liability will be ascertained according to law, and the units/teams or their designers will be disqualified from the solicitation.
6、解釋權(quán)：本次咨詢(xún)活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人，解釋語(yǔ)言以中文為準(zhǔn)。
