簡要規格描述或項目基本概況介紹、用途：為了進一步打響“年輕的城，年輕人的城”城市品牌形象，結合上海國際光影節臨港新片區分會場湖景光影秀，計劃于2025年1月4日起，每周六在滴水湖區域舉辦常態化“臨港時刻·時光之戒”光影秀。
Brief specification description or basic overview of the project: In order to further promote the urban brand image of “Young City, Young People’s City“, and in conjunction with the Shanghai International Light and Shadow Festival Lingang New Film Zone venue lake view light and shadow show, it is planned to hold a regular “Lingang Moment · Time Ring“ light and shadow show every Saturday in the Dishui Lake area starting from January 4, 2025.

二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China“;
(b)落實政府采購政策需滿足的資格要求：1、符合《中華人民共和國政府采購法》第二十二條的規定
2、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
(b)Qualification requirements to be met to implement government procurement policies: 1. In accordance with Article 22 of the Government Procurement Law of the People’s Republic of China, 2. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by “Credit China“ (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn)
(c)本項目的特定資格要求：（1）具有獨立承擔民事責任的能力及相應的履約能力；
（2）本項目專門面向中小企業采購；
（3）單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設計、規范編制或者項目管理、監理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動；
（4）法人依法設立的分支機構以自己的名義參與投標時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構在其經營范圍內參加政府采購活動并承擔全部民事責任的書面授權。法人與其分支機構不得同時參與同一項目的采購活動；
（5）本次招標不接受聯合體投標，不允許合同轉讓與分包。
(c)Specific qualification requirements for this program: (1) Capable of independently assuming civil liability and corresponding contractual capacity; (2) This project is specifically aimed at procurement for small and medium-sized enterprises; (3) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (4) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant certification materials registered in accordance with the law and a written authorization issued by the legal entity authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities.
